you probably already know by now but just in case the best way i find is to buy it from tolfdir at the college of winterhold pretty much a guarantee he has it for sale
the spell is telekinesis from the alteration school. if you use the restoration glitch you can enchant an item so it effectively has 0 cost for the spell and you never run out of magika allowing you to cast the spell indefinetly
